- Moorhead discusses his family background and childhood in California, his successful bids for State Assembly in 1966 and for House of Representatives in 1972. Also covered is his service in the Assembly during the Democratic leadership of Jesse M. Unruh and the Republican governorship of Ronald W. Reagan, the House Judiciary Committee during the Richard M. Nixon impeachment hearings, and various activities while in the State Assembly and Congress

- Carlos J. Moorhead was a representative of the Forty-third Assembly District in the California State Assembly from 1966 until 1972. During his tenure, Moorhead was vice chair of the Natural Resources, Planning and Public Works Committee, and a member of the California Law Revision Commission. Moorhead left the Assembly after being elected in 1972 to the U.S. House of Representatives. When he was first elected, he represented the Twentieth Congressional District. Upon beginning his term in the House of Representatives in 1973, Moorhead served on the Judiciary Committee during the impeachment hearings of President Richard M. Nixon. He served as vice chairman of the Energy and Commerce Committee and of the Subcommittee on Intellectural Property and Judicial Administration. He also was Republican dean of the California congressional delegation and was appointed to serve on the Federal Court Study Commission by Chief Justice William H. Rehnquist. Moorhead was a founding member of the California Institute for Federal Policy, a think tank formed to help inform California's congressional members.
