Founder Charles H. Jonas, a Southern California developer, is seeking associates to invest in the development of Biskra, a desert oasis he envisions as a walled city amidst clusters of Washingtonia palms, having a street of shops or "souks," a hotel designed by Mark Daniels (Assistant Secretary of the Interior under President Wilson) in the Algerian style on a gradual incline, which will be accessible to visitors by a "quaint Algerian tram." The resort will also allow for development of small private estates nearby, "highly restricted architecturally," and commanding "premium prices."
