In response to criminal activity by Mexican gangs in Los Angeles, and recent arrests of Mexican American youth in the city, the Special Committee was tasked by the Grand Jury to investigate the possible causes underlying such outbreaks, and offer recommendations to address the situation. The Committee gathered input from various local and federal officials, law enforcement officers, and representative concerned citizens, and included those findings in their final report. Included are the recommendations of the Special Committee itself, which ranged from better education and training of Mexican youth; opening public playgrounds and swimming pools to people of Mexican ancestry without prejudice; and improving health and sanitation of communites in which Mexican families live; to eliminating alleged brutal treatment of prisoners by law enforcement officers; and providing bilingual education. Texts of the reports of other related committees are also included: report of Citizens Committee, chaired by Dr. Robert A. McKibben, with its recommentations, principally involving prosecution of gang members for criminal activity, and treatment of juvenile offenders; a letter of Nov. 12, 1942, addressed to Nelson Rockefeller, Coordinator of the Office of Inter-American Affairs by Harry F. Henderson, chair of the Special Mexican Relations Committee, recommending establishment of a regional office in Los Angeles to handle issues involving Spanish-speaking minorities; Henderson's letter to Mr. Elmer Davis, director of the Office of War Information, asking for the Office's participation in an information campaign to inform and educate Spanish-speaking residents of various war programs in which they can be involved; and Henderson's letter to Henry Stimson, Secretary of War, urging that Mexican nationals be allowed to work in war industry jobs. The final letter is the War Department's reply to Henderson, dated Nov. 25, 1942, agreeing to expedite the approval process for hiring "loyal and qualified aliens" for wartime jobs, especially in the aeronautical industries
