Hayes discusses his early years in a military family, education, serving with the marine corps in Vietnam, and going to graduate school. He continues with going to work in the General Accounting Office, studying federal power transmission, types of audits, working for the Legislative Analyst's Office, becoming Auditor General, becoming State Treasurer, learning about politics, the confirmation process, campaigning for election as Treasurer, and becoming Director of Finance. Biographical or historical data
Thomas W. Hayes was born Dec. 2, 1945 in Ossining, NY. He received his B.S. (1968) and M.B.A. (1972) in business administration from San Jose State University. Hayes' first job out of college was with the U.S. General Accounting Office where he worked from 1972-1976. He worked briefly for the Legislative Analyst for the State of California before joining the Office of the Auditor General of California. In 1979, he was appointed Auditor General where he worked until 1989. Gov. George Deukmejian then appointed him to the then vacant Constitutional Office of the Treasurer of California where he remained until 1991. Upon leaving the Treasurer's office, he was appointed Director of Finance for the State of California by Gov. Pete Wilson. In July, 1993, Hayes left government service to join Metropolitan West Securities.
