Biographical or historical data
Robert Williams was born in 1928 in Sacramento, California, graduated from Sacramento State in 1950, and in 1960, earned a law degree from McGeorge School of Law at University of the Pacific. From 1963 to 1988, he was a deputy legislative secretary to four California governors: Edmund G. Brown, Sr., Ronald Reagan, Edmund G. Brown, Jr., and George Deukmejian.
