- Phillip H. Schott was born in 1940 in Palo Alto, Calif. and lived in Redwood City, where he received his early childhood education. He graduated from University of California, Santa Barbara in 1961. He joined the Coro Foundation project, then spent a year in the Legislative Analyst's Office (1962-63). For the next 3 years he was Chief Administrative Officer for the California Assembly, and in 1967 he became Chief of Staff for Jesse Unruh. Since 1973 he has acted as a legislative representative.
