Biographical or historical data
Philip L. Soto served in the California State Assembly from 1963-1967. Elected to represent the Fiftieth Assembly District, Soto's presence--and that of John Moreno, also victorious at the polls in November 1962--marked the first time in the twentieth century that any Mexican-American had sat in the state assembly. Soto previously had been highly active in civic affairs and community organizations in La Puente, and had been elected to the La Puente City Council in 1958. In the state assembly Soto carried legislation on alcoholic beverages, narcotics, salaries for local elected officials, compensatory education, and numerous other bills related to health and local government issues.
