Mr. Behr discusses open space issues on the Marin County Board of Supervisors, election campaigning, lobbying, and the legislative process in the Senate, as illustrated by the progress of his Wild and Scenic Rivers Act, 1971-1972; his bill to require roll call votes in committees; protective legislation for tule elk, herring, and striped bass; malpractice and no-fault insurance legislation; and his efforts to pass property tax legislation in 1977 and 1978, including the campaign for his alternative to proposition 13 in 1978

Biographical or historical data
Peter Behr was a member of the Mill Valley City Council from 1956-1960 and the Board of Supervisors of Marin County from 1962-1968. In 1970 he was elected to the California State Senate. During his eight years in the Senate he authored a wide variety of legislation in the areas of environmental protection, legislative reform, health, welfare, and education issues, insurance, property tax reform, and others. He chaired the Insurance and Financial Institutions Committee of the senate, 1975-1978. He was named California Conservation Legislator of the Year in 1972.
