Prior to her career in public office, Lucy L. Killea held the position of analyst with U.S. Army Intelligence and then with the CIA, 1943-1956. She also continued her education, receiving a Ph.D. in Latin American history from UCSD in 1975. From 1974 to 1978 she served as executive vice president of the San Diego-based Fronteras de las Californias, a non-profit liaison with Mexico. Killea was frist appointed (1978) and then elected (1979) to the San Diego City Council. From 1982 to 1989,she represented the Seventy-eighth Assembly District. During her tenure in the Assembly she chaired the International Trade and Intergovernmental Relations Committee. She went on to serve as a state senator of the Thirty-ninth Senate District from 1989 to 1996. While in the Senate, she chaired the Revenue and Taxation Committee and the Finance, Investment, and International Trade Committee. Killea's legislative priorities focused on economic development, environmental protection, and health services. She was a member of the Constitution Revision Commission, which was created through legislation she carried in 1993.
