Attorney (specializing in labor law) associated with the Los Angeles law firm of Gibson, Dunn, and Crutcher during his entire professional career, Byrne in 1965 agreed to serve as Special Counsel of the University of California Board of Regents' Special Forbes Committee. The committee's charge was "to research basic factors contributing to the unrest within the University of California, giving particular attention to the disturbances on the Berkeley campus." In May of that year the Special Forbes Committee, chaired by regent William E. Forbes, issued a widely disseminated and immediately controversial document known as the Byrne Report.
