Summary
Senator Stiern fleshes out his family background, veterinary career, and service in World War II in the China-Burma-India Theater. He discusses his initial and other election races, especially reapportionment and the 1966 election, the Donahoe Act (Master Plan for Higher Education), the governors in office during his service, particular legislation he carried, members of the State Senate and presidents pro tem, lieutenant governors, Ronald Reagan and the University of California, the Senate in the 1970s, and committee service

Biographical or historical data
Born of parents whose families settled in Bakersfield, Walter Stiern became a veterinarian and established practice there. He served in the Veterinary Corps of the U.S. Army Air Corps from 1942 to 1947. In 1958, he was elected to the State Senate and remained in office until 1986, when, as "Dean of the Senate," he retired. Throughout his tenure he served on the Agriculture and Education Committees. He chaired the Public Health and Safety Committee (1963-1966) and the Revenue and Taxation Committee (1967-1974). In 1979-80, he chaired the Joint Legislative Budget Committee. His major legislative interests were: public education, postsecondary education, health and sanitation, and agriculture.
