Summary
In 1962 Proposition 7 called for appointment of a Constitutional Revision Commission and in 1963 the state legislature duly appointed the commission to recommend changes in the state constitution. Richard L. Patsey was appointed in 1964 as counsel and executive director to the Constitutional Revision Commission. He worked closely with Bruce Sumner, head of the commission, on several articles dealing with the powers of government. In 1966 he left to practice law, and in 1980 he was appointed to the Contra Costa superior court bench

Biographical or historical data
Richard L. Patsey served as Special Counsel to the California Constitution Revision Commission and thereafter practiced law in San Francisco. Since 1980 he has served as a Judge in the Contra Costa Superior Court.
