Summary
Samuel discusses legislative Analyst A. Alan Post and his office, the budget hearing process under three governors (Brown, Reagan, Brown), and the Consumer Counsel's Office under Helen Nelson. He discusses partisanship changes in the state senate and assembly among legislators and staff (including Bob Williams). Samuel speaks about transportation issues such as sales tax on gasoline and motor vehicle air pollution. He discusses in detail the pro temship of Senator Jim Mills, 1971-1981, the renovation of the Capitol, the power of the press, and special interest groups

Biographical or historical data
Bruce Samuel served in many capacities as a California state government employee from 1960 to 1984. He worked for the legislative Analyst's Office and the Consumer Counsel in the early sixties. In 1967, Mr. Samuel became a consultant for the Assembly Transportation Committee. From 1971-1984, he was assistant to the president pro tem of the senate, and executive officer of the Senate Rules Committee. Mr. Samuel presently does independent consulting work in Sacramento.
