- Arthur L. Alarcon served in the Governor Edmund G. Brown, Sr. administration from 1961-1964 as clemency, pardons, and extradition secretary and as executive secretary after having served on the governor's Special Study Commission on Narcotics. After brief service as chairman of the state parole board in 1964, Alarcon became a judge in the superior court, County of Los Angeles. In 1978, he was appointed to the Second Appellate District, California Court of Appeal, by Governor Edmund G. Brown, Jr., and in 1979 to the Ninth Circuit, United States Court of Appeals, by President James E. Carter.
