Alquist was first interviewed in 1986; this is his 2nd oral history interview, covering the last 10 years of his senate career (1986-1996). Topics include legislative issues concerning immigration, Propositions 187 and 98, gay rights, AIDS, the homeless, and school funding. Alquist also discusses his work with politicians such as Edmund G. (Pat) Brown, Jerry Brown, George Deukmejian, Ronald Reagan, the budgetary process and his work with the Budget and Fiscal Review Committee

The son of an indentured servant who came from Sweden to work for the Illinois Central Railroad, Alfred E. Alquist was born on August 2, 1908. At age 14, he also went to work for the railroad. By the early 1950s, he moved to the Santa Clara Valley to work for the Southern Pacific Railroad, where he rose to the position of Yardmaster in San Jose, Calif. His political career began with the California Democratic Club, where he unsuccessfully ran for state legislature in 1960. He later won a place in the state legislature after the 1960 reapportionment. He was elected to the California State Senate in 1966, where he continued to serve until forced from office by term limits in 1996. At the time of this interview, he remains active in state Democratic party politics.
